On October 7, 2004, Imperial Oil Resources Ventures Limited
(Imperial), on behalf of itself and the proponents of the Mackenzie Gas Project, filed regulatory applications with the National Energy Board for approval for:
On May 15, 2007 Imperial Oil filed a document entitled "Supplementary Information - Project Update" (2007) [JRP Exhibit# J-IORVL-009530]. Included are adjustments that have been made in response to community concerns, upward cost pressures and on-going Project planning.
As basic design of the project has not changed. Project Update 2007 focuses on the on-going refinements of the construction plans. These refinements are related to the timing of activities and some location changes.
Specifically, this update:
-
identifies changes, discussed during the National Energy Board and Joint Review Panel hearings, that have been made to the location of some project sites in response to community consultation
-
describes improvements to the construction plans that have been made in response to workforce availability and increased costs
-
provides the results of the updated biophysical and socio-economic assessments associated with the refinements and location changes
- summarizes and updates the project descriptions provided in the previously filed applications for the anchor fields, the Mackenzie gathering system, the Mackenzie Valley pipeline and Volume 2 of the EIS
The fundamental design of the facilities and pipelines has not changed from Project Update 2005. The location of the Great Bear River compressor station has been moved to the east side of the Great Bear River in response to consultation with the people in the community of Tulita. Refinements to project infrastructure include the addition of a barge landing south of Inuvik, elimination of the construction camp on Vale Island at Hay River, and the relocation of the Trout Lake construction.
The estimated cost of the Mackenzie Gas Project is about $16.2 billion (2006 Cdn), with an earliest production start-up in 2014. The engineering and construction planning continues to improve the details of Project needs.
